There are a few out there, e.g. the Journal of Negative Results in Biomedicine (http://www.jnrbm.com/) and in psychology, the Journal of Articles in Support of the Null Hypothesis http://www.jasnh.com/
But not many people know about them and they're certainly not being patronized enough given what we can estimate of the number of "file-drawer" results out there!
